Municipality imposes stricter requirements on the Sandefjord-Strömstad route

FerryThe Sandefjord municipal director recommends keeping Sandefjord harbour open for ferry services to Strömstad beyond 2030, provided measures are implemented to improve traffic flow and road safety in the area near the terminal building. Continued ferry operations are supported, but only with mitigation measures in place.

Proposed measures include longer berthing times, simultaneous loading and unloading, increased vehicle holding capacity at the terminal, and adjusted sailing schedules to avoid peak traffic periods. Two studies form the basis for the assessment.

An analysis by Menon Economics shows that ferry operations contribute only modestly to local employment and value creation in Sandefjord, particularly when compared with relocating the service to Larvik. Local economic benefits are limited, as ferry passengers and the operator make few local purchases, and some spending is diverted onboard the ferry instead.

A traffic analysis by Multiconsult finds that ferry traffic has its greatest impact on Strandpromenaden, the road leading to the terminal area, where existing afternoon congestion is expected to worsen toward 2030. A lack of terminal holding capacity causes vehicle queues to spill into surrounding streets, and improvements for pedestrians, cyclists, and ferry scheduling are recommended.

Studies also show that the inner harbour has strong potential for urban development, regardless of whether ferry operations continue. While ferry services have been part of Sandefjord’s maritime identity since the 1960s, there is also a clear ambition to improve public access to the waterfront.

The proposal will be reviewed by planning committees before being considered by the municipal council. If approved, a process to allocate ferry sailing slots beyond 2030 will begin, with further political consideration expected in 2026. The allocation process will need to account for legal requirements, market needs, and the duration of any new operating period. The Sandefjord-Strömstad route, between Norway and Sweden across the outer Oslofjord, is operated by Color Line with the 2,000 passenger and 500 cars day-cruise ferry COLOR HYBRID.
