ECSA welcomes proposed inclusion of two Indian yards on EU ship recycling list

European Shipowners | ECSA has welcomed the European Commission's proposal to add two Indian facilities to the updated European List of Ship Recycling Facilities. The association published its response on 23 July 2026.

ECSA has advocated for the inclusion of compliant Indian yards since the EU Ship Recycling Regulation entered into force, and says the proposal signals that non-OECD yards meeting the regulation's safety and environmental requirements can be recognised.

Secretary general Sotiris Raptis called the step long-awaited, said it rewards investment made by the yards to meet EU standards, and urged policymakers to finalise and adopt the list without further delay. He added that addressing the capacity challenge is essential if the European List is to function as an incentive for safe and environmentally sound recycling worldwide.

In June 2026, ECSA and the International Chamber of Shipping published an independent study on gaps between the EU Ship Recycling Regulation and the IMO Hong Kong Convention, which identified facilitating the inclusion of non-OECD yards on the European List as an EU priority.
