Strong growth for cargo and local passengers for Havila Voyages
CruiseHavila Voyages, one of two operators on the Bergen-Kirkenes-Bergen coastal route under contract with Norway’s Ministry of Transport, is seeing strong growth in both local passengers and sideport/RoRo-based palletised cargo across its four vessels. From 2024 to 2025, local travel increased by 14%, while cargo volumes rose by 11%.
The growth reflects a recovery from pandemic-related declines and earlier delays in bringing all vessels into operation. With the fleet now running reliably, the service has become more predictable, supporting renewed demand from coastal communities. Alongside these results, Havila Voyages has submitted a proposal to the Ministry of Transport aimed at optimising the route.
The plan is based on input from community meetings, industry stakeholders, and consultation responses, all of which highlight the coastal route as a vital transport link that should be strengthened. Key proposals include extending port calls - especially at ports north of Bodø - to improve cargo handling and better serve local passengers.
A significantly longer stay in Kirkenes is also suggested to improve coordination with air travel. The company argues that longer port calls would increase overall societal value and enable better connections with other transport modes, particularly in northern regions.
The proposal also outlines operational adjustments such as optimising traffic flow, reintroducing separate summer and winter schedules, and reducing sailing speeds on certain stretches. These measures are expected to lower fuel consumption and reduce greenhouse gas emissions while improving service quality for coastal communities.
