Bilateral agreements in place for Super Ferry project on the Caspian Sea
FerryAzerbaijan and Kazakhstan have signed two agreements to expand transport and logistics cooperation through a new intermodal cargo terminal at the Port of Baku and a next-generation ferry system across the Caspian Sea.
The documents were signed during an Azerbaijani delegation’s visit to Kazakhstan for talks with the Samruk-Kazyna Sovereign Wealth Fund 2 November.
The first agreement, between Azerbaijan Transport and Communications Holding (AZCON) and Samruk-Kazyna, sets out strategic cooperation on the Caspian Bridge, also known as the Super Ferry project.
The initiative envisages modern, high-capacity ferries providing regular cargo services between Azerbaijan’s Alat Port and Kazakhstan’s Kuryk Port, supported by specialised terminals and an integrated logistics system. It aims to shorten crossing times, improve cargo handling and freight reliability, and strengthen the competitiveness of the Trans-Caspian International Transport Route, known as the Middle Corridor.
The second agreement, between Azerbaijan Railways and Kazakhstan Temir Zholy, outlines terms for establishing an intermodal cargo terminal at Baku International Sea Port. The facility aims to attract additional container and other freight volumes while improving coordination between rail and port operations.
A joint venture is planned to manage the terminal’s operational and commercial activities. Further work will develop the investment model and financing arrangements based on technical and economic assessments.
AZCON (Azerbaijan Transport and Communications Holding) is an Azerbaijan state-owned holding company for several state-owned transport companies, hereunder ASCO (Azerbaijan Caspian Shipping Company) which operates a fleet of RoPax and rail-RoPax ferries across the Caspian Sea between the European and Asian continents.
According to ASCO’s latest volume figures, the shipping company transported a total of 28,847 freight units (primarily accompanied trailers) during the period from January through September 2026. This represents an increase of 12% compared to the same period last year. The number of passengers (mainly truck drivers) raise 14% to 21,939 in the same period.
